The government determined yesterday the methodology for determining the cost of studies for students of General Medicine in public higher education institutions.

Based on this methodology, the Public Higher Education Institution calculates, every year, in detail, the full cost for this study program. The cost calculated and approved by the HEI collegial bodies is made public to students before the beginning of the academic year. This cost will be paid by all students who will refuse to sign the agreement with the Ministry of Education and Health according to which after completing their studies they must work for up to 5 years in the hospitals of Albania to receive the diploma.

Direct costs are represented by all expenses, which are expected to be carried out in a budget year for the provision of teaching and scientific research services, the number of quotas certified by the ministry responsible for education, in the relevant academic year of studies; the number of students for a learning group; as well as the number of academic staff. Likewise, the (gross) costs for staff and the costs for scholarships and other treatment for students should be calculated.

"The total amount of expenses calculated for a budget year is proportional to the number of students who follow the study program, to estimate the cost per student. The public Higher Education Institution, which offers an integrated study program of the second cycle in 'General Medicine', based on the methodology provided above, calculates, every year, in detail, the full cost for this study program ", it is stated in the VKM published yesterday on the official website of the Prime Minister's Office. The student, who follows the integrated study program of the second cycle in "General Medicine" and fulfills the conditions according to law no. 60/2023, "On the special treatment of students who follow the integrated study program of the second cycle 'Medicine' general' in public institutions of higher education",

The division of direct and indirect costs, but not limited to them, is provided in the following reports:

The share of personnel expenses is estimated at 75% - 80% of the total expenses/cost of studies;

the share of capital expenses is estimated at 10% - 15% of personnel expenses;

The share of operating expenses is estimated at 15% - 20% of personnel expenses.

The Ministry of Education and Sports and public institutions of higher education are charged with the implementation of this decision.

There are 1743 applicants who have chosen the Medicine branch this year, unlike last year when there were 3183 applicants, while the government increased the admission quotas.
