The Transparency Board has again changed the prices for sugar and flour. According to the new decision, the price of sugar will be increased by 14 Lek, from 104 Lek, it will now be sold at 118 Lek. While the price of flour has decreased by 7 Lek, from 90 Lek per kg it will be sold at 83 Lek per kg.

The decision will come into force the next day.

The Board of Transparency and Monitoring of Wholesale/Retail Prices of basic food products and other related products pursuant to normative act no. 7, dated 18.03.2022 "On transparency and price monitoring for some basic food products and other related products, as a result of the special situation created in the market",

1. Approval of the ceiling margins that will be applied to some basic food products, as a result of the special situation created by the increase in international prices.

2. For the item sugar (1 kg), the following margins are approved:

a. The wholesale trading margin of sugar by the importer and the packer is 15 ALL/kg (6 ALL/kg for the importer and 9 ALL/kg for the packer) above the import cost plus duties paid at customs.

b. The carrier's trading margin, which can be the wholesaler, retailer or third party, from the warehouse of the wholesaler to the warehouse of the retailer is 2 ALL/kg above the price calculated according to letter "a" of this paragraph.

c. The trading margin of the sale in the retail units of the sugar product is 3 ALL/kg above the price calculated according to letter "a" of this paragraph plus transportation according to letter "b" of this paragraph.

3. For the bulk flour item, the following ceiling margins are approved:

a. The wholesale trading margin of flour from the producer and packer is calculated as follows:

i. 32% cost of processing and packaging from wheat to finished flour product is added to the cost of wheat import plus duties paid at customs; AND

ii. On the costs calculated according to point "i" above, we add a trading margin of 2.5 ALL/kg for wholesalers.

b. The carrier's trading margin, which can be the wholesaler, retailer or third party, from the warehouse of the wholesaler to the warehouse of the retailer is 2.5 Lek/kg above the price calculated according to letter "a" of this paragraph.

c. The sales trading margin in retail trading units of mass flour product is 2.5 ALL/kg above the price calculated according to letter "a" of this paragraph plus transportation according to letter "b" of this paragraph.

4. This decision is mandatory for all entities that wholesale/retail the products defined in this decision.

5. The Tax Administration monitors the market by verifying invoices issued by entities during the period of the special situation created in the market and reports to the Board every month by the 10th of the month following the reporting period.

6. This decision enters into force on 10.09.2022 and extends its effects until the next meeting of the Board.
