Loans, immigrants and land owners, Mazniku publishes the figures: Here is the source of income for the purchase of apartments in Tirana

The Deputy Mayor of the Municipality of Tirana, Arbjan Mazniku, has dismissed the accusations that the construction in the capital is being used to clean dirty money. Speaking yesterday on the show "Opinion", he argued the source of this income. He said that in addition to apartments that are bought on credit, there are also many immigrants who decide to buy a property in Tirana with the money collected from savings. According to him, in addition to immigrants, the purchases of Albanians from Kosovo, Macedonia or foreigners, who want to invest by buying apartments in Tirana, also have an important voice.
"The total value of the construction, according to INDEX, is 953 million euros. 953 million in 2018, is the value of the reconstruction created, the market value, the sale price of the entire investment. Of which, 420 million are on credit. But we also have a special practice, which no other country has: The owner of the land in Tirana receives on average 35% of the construction value. Which means that 35% of 953 million is 330 million. Land owners keep these apartments for themselves, for the children. 200 million remains unaccounted for, which if we calculate on average with 1 thousand euros per square meter, there are 2 thousand housing units. Albanian immigrants, when they buy, cannot access the credit and savings market. They come with cash. These 2 thousand housing units, between Durrës, Shengjin, Vlora, Saranda, Tirana, insert here a phenomenon of the last three years, when Albanians from Kosovo and Macedonia, people who come from abroad, are bought with cash because they cannot access savings loans. If from 953 million we subtract 420 million that are savings loans, 330 million that are land owners, and 200 million that are buyers from abroad, I just argued the source of income in construction", explained Mazniku.
