About 2,000 people have died and 10,000 are believed to be missing after storm Daniel collapsed two dams in northeastern Libya, sending water into residential areas.
"The death toll is high and around 10,000 are reported missing," Tamer Ramadan, head of the Red Cross delegation in Libya, told a press conference in Geneva on Tuesday.
There are fears that aid efforts could be hampered by political instability in the country, which has seen a long-running power struggle between two rival administrations - one in the east and one in the west.
