Five lessons from Italy

Përjetimi i zgjedhjeve të sapopërfunduara në Itali nga komentet e ndryshme në rrjetet sociale dhe hapësirën mediatike shqiptare më sollën në vëmendje të njëjtat përjetime si me fitoren e Presidentit Trump në vitin 2016 në SHBA; zgjedhjet e 2018-ës në Itali që konfirmuan si forcë të parë politike Lëvizjen e Pesë Yjeve; apo fitoren e Syrizas dhe referendumet e njëpasnjëshme në Greqi. Me pak fjalë, më shumë sesa tek pylli (fenomeni) e kemi huq të keq të përqendrohemi tek pema (individi), në funksion të agjendës politike të ditës.

By Ditmir Bushati/ Accustomed to the "mess" of Italian politics, but also to the fact that the connection between Albania and Italy is strong and extends beyond successive governments, we do not pay due attention to political changes there, which are frequent . Moreover, these changes are not experienced dramatically by the Italians themselves, but are an organic part of the democratic system. Although we often like to compare ourselves to Italians in terms of lifestyle, clothing and food and try to highlight our Mediterranean affiliation, we are backward in the way we read and practice politics.

The experience of the recently concluded elections in Italy from the various comments on social networks and the Albanian media space brought to my attention the same experiences as with the victory of President Trump in 2016 in the USA; the 2018 elections in Italy that confirmed the Five Star Movement as the first political force; or the victory of Syriza and successive referendums in Greece. In short, more than the forest (phenomenon) we are wrong to focus on the tree (individual), in function of the political agenda of the day.

I.

The main message from the just-concluded Italian elections is that the staunchest supporters of Mario Draghi's unity government lost badly. Biles worse than the polls predicted. Fratelli d'Italia, the main opposition party led by Giorgia Meloni, which did not become part of the Draghi government, is the big winner. The Five Star Movement, which "pulled the plug" on the Draghi government, also achieved a better result compared to the polls' prediction. Although the Draghi government has done a commendable job and is respected in the international arena, it seems that the Italians have run out of patience for governments that are formed not as a result of the popular vote, but because of the algorithms of the political and financial scenes.

The second message from these elections is that there is not much difference between the left and the right in terms of popular support. But of course, within the winning coalition of the right, the historical result of Giorgia Meloni's party stands out. Meanwhile, the result for Matteo Salvini's League is disappointing, compared to the 2018 elections. This, without a doubt, weakens the position of his party within the future governing coalition.

It is an undeniable fact that since the fall of the Draghi government, Meloni was considered the next prime minister. Therefore, it did not hesitate to issue calming signals towards the financial markets and international observers. Meloni pledged to renegotiate Italy's recovery fund with the EU. Meanwhile, her positions on Russian aggression in Ukraine and the role of NATO leave no room for speculation.

For the first time in its history, Italy will have a woman prime minister. Social issues, the low birth rate in Italy, issues of identity versus the enslaving policies of the financial markets, are some of the topics where Meloni has clearly positioned himself and secured the support of Italians. She and her party also advocate a presidential system for Italy, although this is unlikely to materialise. Her thoughts on economic policy do not extend far beyond flat taxation and a more intrusive role for the state in big business.

It remains to be seen how Meloni will act in this extremely difficult period for Italy and Europe. Her only experience in government, so far, has been as youth minister during Prime Minister Silvio Berlusconi's last term. She became known during her time as an opposition politician. Unlike before, she will have to deal with a possible sovereign debt crisis or a further escalation of the war in Ukraine. Also, Meloni will have to cooperate with the coalition partners, Salvini and Berlusconi, to guarantee the five-year sustainability of the government.

Mesazhi i tretë i këtyre zgjedhjeve është gabimi në strategjinë e përballjes me Melonin dhe përçarja e partive të qendrës së majtë. Është e vështirë të thuash saktësisht se çfarë do të ndodhë me Partinë Demokratike pas dorëheqjes së parevokueshme të Enrico Lettës, i cili u rithirr në skenën politike për të marrë drejtimin e partisë, pas përçarjeve të mëdha dhe humbjes së lidhjeve me rrënjët, që e kanë gjenezën tek koha e drejtimit të partisë nga Matteo Renzi. Zgjedhjet dëshmuan se linjat e sulmit të Partisë Demokratike dhe nxitja e frikës në popull për të parandaluar ardhjen e Melonit në krye të qeverisë, sikundër strategjia e “djegies së urave” me aleatë të mundshëm si Pesë Yjet, dështoi. Një koalicion parazgjedhor i PD-së me Pesë Yjet mund të sillte një tjetër rezultat.

E majta italiane është përballë sfidave të mëdha, për të evituar kësisoj eksperiencat e hidhura të të “majtës së kaviarit” në Francë, apo të laburistëve në Mbretërinë e Bashkuar, që për shkak të arratisjes nga boshti i programatik dhe ai i vlerave në qeverisje dje janë të pafuqishëm për të frenuar ndryshimet e njëpasnjëshme të konservatorëve që tranzitojnë pushtetin brenda llojit sot.

Nga ana tjetër, Pesë Yjet ndihen të kënaqur me rezultatin e tyre. Natyrisht që rezultati është më i dobët krahasuar me vitin 2018, por më i mirë seç pritej pas përçarjeve dhe traumave të brendshme që kaloi partia. Rezultati është deri diku një sukses për ish kryeministrin Giuseppe Conte, me të cilin ai legjitimon rolin e tij përcaktues në rënien e Mario Draghit në muajin Korrik.

IV.

Mesazhi i katërt ka lidhje me të ashtuquajturën votë kundër mënyrës së funksionimit të BE-së. Them kështu, sepse në media gabimisht është lexuar bardhë e zi, si votë anti-europiane. Ndërkohë që partitë fituese kanë parashtruar kritika për mënyrën e funksionimit të BE-së, por jo për daljen e Italisë nga BE-ja. Dhe kjo është normale për një vend që është ekonomia e tretë e BE-së.

Analiza e shifrave na çon në përfundime më të drejta sesa zhytja në detin e paragjykimeve që na imponojnë rrjetet sociale. Në vitin 2018, shumica e italianëve votuan për partitë me qëndrime kritike ndaj mënyrës së funksionimit të institucioneve të BE-së. Asokohe, Lëvizja Pesë Yjet shënoi 32.4%, Partia Lega 17.5% dhe Fratelli d'Italia 4.3%. Pra, në total rreth 54.2% të votave. Në zgjedhjet e këtij viti, mbështetja për partitë që kundërshtojnë mënyrën e funksionimit të institucioneve europiane ra në në 34.9%. Fratelli d'Italia shënoi 26%, Partia Lega 8.9%. Ndërkohë, partia Italexit që promovon daljen e Italisë nga BE-ja mori vetëm 1.9% të votave, duke mos e kaluar dot pragun e përfaqësimit në Parlament. Ndonëse tingëllon paradoksale, një mënyrë e të lexuarit të shifrave ka lidhje me punën e lavdërueshme të qeverisë Draghi me lëvrimin e fondit të rimëkëmbjes nga Pandemia, apo të programit të BE-së për brezin e ardhshëm.

V.

Beyond the above lessons, in the long run, there is also a very important lesson that applies to politics everywhere. Italy will have to reckon with the fact that citizens' trust in its political system is eroding. Turnout in this election was low, down 9% from last election. Seen in this light, it remains to be seen whether Giorgia Meloni can turn the wind in the other direction, or if she will cement the widespread disillusionment.
