A good crisis should never go to waste

Winston Churchill used to say that a good crisis should never go to waste, and Ian Bremmer has applied it to the letter. His latest book is titled "The Power of Crisis". What the founder of "Eurasia" did not expect, was to explode in his hands the shocking event with the power to revolutionize global geopolitical balances, in the form of "the biggest mistake this generation has seen", when Putin invaded Ukraine.

It was February. You were preparing for the publication of the book "The Power of Crisis" as Muscovite tanks attacked Kiev. Is this the crisis that can change the world?
Yes. My book was supposed to come out on February 26th, and Russia invaded Ukraine on the 24th. I had to cancel everything in order to add a few pages, but in fact the very things I was talking about were happening. How many American presidents have tried to convince Europeans to spend more on defense, and how many times have they failed? This is where this crisis erupts and German Chancellor Scholz delivers perhaps the most important speech since the fall of the Berlin Wall, with the commitment to drastically increase funding for the military. NATO expands with Sweden and Finland, while Japan, South Korea, Australia and New Zealand also participate in the Madrid meeting. In this way, the Alliance went from "brain death" to reviving its powerful mission. And it's not just about a "pivot" towards Europe, because it is the United States, European and Asian allies who understand that they must work together on this emergency, as if it were born in NATO on a global scale, since the Russian threat falls equally on Taiwan or on their doorstep. It is sad that it took such a dramatic crisis, that Ukrainians had to suffer so much, at a time when Putin had shown his intentions when he attacked Georgia in 2008 and Crimea in 2014. No serious action was taken, and he thought he would succeed if he attacked Ukraine with massive forces. He erred, committing the biggest logical fallacy seen in our generation. as the Russian threat falls equally on Taiwan or their doorstep. How can his attempt to overthrow the world order based on his own rules be stopped?
In the short term it is very unlikely to lose in Ukraine because it has a significant strategic advantage, but on the global stage it is already losing. For the first time a G20 economy has been forcefully isolated from the G7: asset freezes, international investment out, NATO expansion going from 40,000 mobilized soldiers to 300,000 across the border with Russia. From every economic, diplomatic and geostrategic point of view, Russia is the big loser, while the West is reviving the institutions necessary to stop it.

But Putin has control over energy and food supplies.
Yes, but it won't be enough in the long run. He has made the mistake of not diversifying his products at a time when the world is moving towards renewables due to the climate crisis, which will require a green Marshall Plan where there will be less and less demand for his products . Russia had a manufacturing sector, particularly in defense, where it was the second largest arms exporter after the US. It will still be able to sell oil, gas and food for a while, but anything related to manufacturing will fail because it no longer owns the semi-conductors and core technologies. It is losing talent, with at least 300,000 young Russians having fled and most likely never to return. This year, Moscow's economy will shrink between 10 and 15%, while in the future it will get worse and worse. Like Iran, it will be a disaster. Putin made a mistake that will weigh heavily on an entire generation of Russians.

Çfarë duhet të bëjnë perëndimorët?
Europianët e kanë kuptuar gabimin strategjik, që u bënë kaq të varur nga Rusia. Mendonin se Lufta e Ftohtë kishte mbaruar dhe do të korrnin vetëm dividentin e paqes, pa pasur nevojë të investonin në mirëmbajtjen e saj. Ukraina është kandidate për në BE dhe çështja e saj do të kthehet në një temë kryesore në Europë. Tani bëhet fjalë nëse nga pësimi do të mësojnë edhe Shtetet e Bashkuara duke e aplikuar globalisht, apo jo.

A nevojiten institucione të reja?
Kam folur me shumë liderë aziatikë dhe janë të bindur se i duhet dhënë një përgjigje e përbashkuar krizës ukrainase sepse u takon të gjithëve: shtet i së drejtës, sovranitet, integritet territorial. Të gjitha këto duhen mbrojtur. Ndoshta do duhet krijuar një arkitekturë e re për sigurinë globale që përfshin NATO-n, G7 dhe të gjitha demokracitë e përparuara industriale të botës.

Ama Kina mbështet Rusinë.
Jam optimist, por edhe realist: kjo është një prej atyre çështjeve që s’mund të zgjidhet tani shpejt. Kina nuk i beson Shteteve të Bashkuara dhe aleatëve të tyre. Mund t’ju përmend disa gjëra që duhen bërë në mënyrë që të funksionojë kjo marrëdhënie, por e di që s’do të ndodhin.

Do të arrijnë Kina dhe Rusia të krijojnë një koalicion të vendeve në zhvillim, armiqësore me perëndimin, ose alternativë ndaj tij?
Po e tentojnë tashmë, por kanë shumë probleme të rënda së brendshmi dhe nuk besoj se vendet e tyre do të pranojnë të bëjnë zgjedhje si në kohën e Luftës së Ftohtë. Mjaft të shohim Indinë, që është një shtet i BRICS, por bën pjesë edhe në QUAD por jo në Rrugën e Mëndafshit. Aktualisht nuk po lind një botë bipolare dhe arsyeja është se këto vende duan të qëndrojnë të lira dhe të punojnë me të gjithë.

Ju shkruani në libër se një arsye e fortë e krizës është mosfunksionimi i sistemit politik amerikan dhe pas vendimeve të fundit të Gjykatës së Lartë, vendi duket edhe më i përçarë mbi “vlerat e panegociueshme”.
Për fat të keq mësuam se një krizë siç ishte sulmi ndaj Kongresit më 6 janar, nuk ishte e mjaftueshme për të vënë në lëvizje amerikanët dhe për të ndryshuar dinamikën e sjelljes. Republikanët ende refuzojnë ta njohin. Besoj se duhet të vijë një krizë edhe më e rëndësishme, ndoshta do ta mishërojnë presidencialet e vitit 2024. Po shkojmë drejt një klime të delegjitimimit të institucioneve dhe të zgjedhjeve, e ndoshta edhe drejt një dhune më të madhe politike.

Do të jetë gati bota përballë një pandemie të ardhshme?
As Covid nuk ishte një krizë mjaftueshëm e madhe për të na bindur mbi nevojën e bashkëpunimit në përballimin e këtyre kërcënimeve. U politizua, shumë vende vepruan në kokë të tyre, mbi të gjitha sa i përket politikave të vaksinimit dhe izolimit. Për t’u përgatitur për tjetrën, nevojitet një sistem global.

A është kërcënim zhvillimi i teknologjisë?
Ofron mundësi të mëdha por edhe kërcënime shkatërruese, nga armët kibernetike te kontrolli i qenieve njerëzore. Ne nuk kemi një sistem për mospërhapjen e saj siç kemi për armët bërthamore, apo një organizatë për menaxhimin e të dhënave. Këto duhet të krijohen.

When Churchill said that the crisis should not be wasted, he was referring to Yalta. Will it take World War III to restore a global order based on accepted rules and cooperation?
I think not. We need crises not so small that no one bothers to act, but not so big that they destroy the system. As in the tale of the golden curls, humanity must find the right tool to respond in the appropriate way and create a more sustainable world.
