FIFA has temporarily suspended Luis Rubiales, the president of the Spanish football federation, from "all football-related activities" following his kiss with Women's World Cup winner Jenni Hermoso.
Rubiales has refused to step down after the incident, which happened at the medal ceremony last Sunday after Spain won the world tournament.
Hermoso said the kiss was unwanted and she and the entire World Cup-winning team have refused to play while Rubiales remains president.
World soccer governing body FIFA said Rubiales was initially suspended for 90 days.
UEFA and the Royal Spanish Football Federation (RFEF) have also been informed of the decision, FIFA said.
